From: Inspector Julius To: Cassius Inalfa Reaching Moon Temple Furthest

Subject: Situation Report

Sir,

As you know, I was reassigned to RuneGate Fort recently as part of the temple's ongoing Sartarite pacification project. I wish to comment on several elements of the project which bear special consideration.

As part of the "Hearts and Minds" program instituted by our superiors, I and a select cadre of the Empire's finest attempt to solve crimes in the area, in association with local Sartarites, so that justice can be administered. The program is supposed to be an example of the benefits of the Lunar Way that all Sartarites will receive when integration into the empire is completed.

It is my considered opinion that the program is failing. I itemize reasons below.

1) Our local superiors in the area are indifferent and are in the area mainly for their own self-aggrandizement. For example, Lord Khordavu himself recently abandoned the fort "in the care of Sartarite Militia" to go _treasure hunting_ in the Upland Marshes, a chaos and undead infested swamp. His absence create a power vaccuum and precipitated a minor war between the Colymar and Lismelder in which many crimes were committed against both Sartarite and Lunar Citizens.

2) We are hampered in our investigations. Recently it came to our attention that a Lunar manor was infested with disease and broo spirits, who had apparently come after some failed ritual. Upon investigation, we discovered that the owners of the Manor were vampires. Now, tolerance be damned, you and I both know that vampirism is unacceptable -- those bloodthirsty leeches are the enemy of everything warm. Anyway, when I reported this to Lord Khordavu's staff, they didn't care about anything but HOW MUCH TREASURE the vampires might have -- they weren't interested in eradicating them (and the broos) unless they could make a profit. Clearly, myself and my team of investigators are not capable of cleaning out a Vivamort nest by ourselves.

3) Our leadership is ineffectual. Lieutenant Inorri, who returned from furthest with me to lead, has been arbitrary and capricious and obstructionist. While I did not witness the team's performance before my arrival, it is my opinion that his leadership skills and committment to duty are both lacking and that he should be demoted.

I will continue to update you as events require.
