The Provincial Affairs Bureau has many experts in languages and cultures of the provinces and surrounding areas of Dragon Pass. This somewhat stodgy and conservative group were looking for a way to use their knowledge and skills in a practical way. Of the many proposals they reviewed, Inorri's proposal of setting up a beneficial Lunar Constable program was the one they chose to fund. They made him in charge of the testbed program. If he is successful, they will train other groups to do the same all over Sartar (and maybe all over the empire.)

Innori is in charge of the field part of the testbed Lunar Constable Program and helped pick and train the first batch of recruits. His future in the Provincial Government rests on the success of this program and he is eager to see it succeed. He had the pick of all the local recruits and has picked some of the best and most idealistic the Army has to offer.

Administrator Narthen handles the administrative part of the program from Furthrest. He is not very useful as a contact, but still represents the contact for the program's support. He believes in the success of this idea and hopes that his own position will rise with its success.
